Because Barack was just down there and he released a flu that the CIA developed that only kills Mexicans. It is an easy out for him when it comes to deciding on immigration reform. You can't reform shit when they are all dead.
Next up, a strand of measles that only kills people who defaulted on their loans and the people that approved those loans.
